Job Capsule Supplementary Information: Principal Building Control Officer

This supplementary information for Principal Building Control is for guidance and must be used in conjunction with the Job Capsule for Job Family Business Service Technical. Job Level 4 Zone 2

Role Purpose:

The post holder will play a leading role in

·Assisting on delivering a successful Building Control Service, ensuring that Camden’s legislative requirements associated with Building Control are met for Major Projects, as classified by virtue of their complexity or value.

·Assisting with the implementation of an innovative promotion and marketing strategy to increase the market share of Building Control Work.

·Assisting in managing and maintain the building controls service Quality Assurance documents and records.

·Identifying and driving innovative changes in Service processes, procedures and working practice to increase productivity and value for money, and as a result of any legislative requirements

·Assisting in the management of, and reporting on, an allocated budget and participating in the ongoing review of Building Control charges relative to any changes in procedure, policy and legislation

·Overseeing the allocation, management and successful delivery of projects within the service.

·Communicating the Service’s business objectives, strategies, commitments and priorities to Service members.

·Participating in the management of the Building Control Division and deputising for the Technical Manager – Major Projects, in all capacities, when necessary.

·Participating in the Councils’ emergency service in respect of dangerous structures as directed by the Head of Service,

Example outcomes or objectives that this role will deliver:

·A successful marketing strategy will be implemented focussing on increased major building control applications and increasing the number of active partners.

·A successful and continually improving Building Control service will be delivered with major building control applications being coordinated, managed and delivered successfully

·Irregular building works and dangerous structures will be brought into conformity with the requirements of the London Building Acts, the Building Acts and the Building Regulations, and in consultation with the Head of Building Control to initiate legal action for breaches of the Acts and Regulations.

·The Council will provide a dangerous structures emergency service under powers contained in Part VII of the London Building Acts (Amendment) Act 1939 and with Building Control officers feeding into legal representations as required

·Enquiries and issues received by the Service will be investigated and responded to effectively and in line with the Council’s legislative requirements, prescribed timeframes and Council’s policies.

·The allocated budget will be managed effectively including the recovery of debts and fees/charges due to the Council, associated with Building Control work.

·Existing practices, processes and policies will be regularly audited and updated to ensure that the QA (Quality Assurance) standard ISO 9001:2015 is maintained.

·Reports will be delivered on service performance, market share, and competitor analysis.

People Management Responsibilities:

The post holder will have direct line management responsibility for one or more of the following posts:

·Graduate Building Control Officer

·Building Control Officer

·Access Officer

Relationships:

The post will report directly to the Technical Manager – Major Projects.

The post holder will develop a strong working with:

·All members of the Building Control Service to ensure a successful service is delivered

·Service, Directorate, Finance and ICT officers, members and Senior Management in order to justify and influence change

·Internal and external stakeholders – Members of the public, building contractors and building owners, architects, engineers, surveyors, and other consultants in the building industry, government departments, officers of other Authorities and the Council’s dangerous structures contractor.

·External Customers and other local authorities in seeking to deliver/delivering a similar service under agreement with the Council

Work Environment:

The role is primarily office based with frequent external meetings and site visits. Site inspections will be undertaken of all types of building work in all stages of construction throughout the Borough, including the use of ladders and scaffolding and the descent into excavations.

The team is based at 5 Pancras Square.

The post holder will be expected to:

·Take responsibility for providing emergency services in respect of dangerous structures during and out of normal office hours in the event of an emergency or as necessary

·Formulate, implement and maintain those management and administrative systems, including IT systems and performance review systems, necessary for the delivery of cost effective, high quality services.

·Represent Building Control at Council committee meetings as an when required

·Deputising for the Technical Manager – Major Projects, in all capacities, when necessary.

Technical Knowledge and Experience:

The post holder is required to:

·Be a corporate member of an appropriate professional body (RIBA, RICS, CIOB, ABE or CEng)

·Possess a high level of expertise, knowledge and extensive experience in the field of Building Control and its ancillary matters, both on site and in the office.
